Is Panic at the Disco's "Nine in the Afternoon" based on Electric Light Orchestra's (ELO's) "Mr. Blue Sky"?

I recently was putting together a mix CD of songs that emulate the sensations of and based upon the use of illicit drugs (namely cannabis and LSD). While listening to possible songs to use, I came across ELO’s song "Mr. Blue Sky" which has similarities with "Nine in the Afternoon". I know that Panic at the Disco based their latest album ("Nine in the Afternoon") on The Beatles style/musicality. But are there any known interviews/statements by them describing the inspiration for "Nine in the Afternoon" (song)? The similarities are just too close to be coincidence.

No, I hear the similarities but "Nine in the Afternoon" is probably just a coincidence to "Mr. Blue Sky". The repetive guitar/piano beating in the beginning and the violins at the end (only on album version of Mr. Blue Sky) are characteristics of both songs.
However, Electric Light Orchestra’s aim was to pick up where The Beatles had broke up, fallen. So of course if this Panic at the Disco song sounds like ELO, then it should all sound like The Beatles.
Tried a bunch of sources but no one says that the two songs are related somehow.
